Elaine Luria

The new VA-02 includes Virginia Beach City in its approximate center and spans from Franklin and Suffolk Cities in the southwest to Virginia’s portion of the Eastern Shore in the northeast.

This new configuration is a diverse, suburban/urban district that has been trending Democratic, though it currently is R+2 and rated a Toss-up.

Elaine Luria is a retired Navy commander, nuclear engineer, former small business owner, and the independent fighter Virginians seek in Washington. She’s hard-working, no BS, and can always be counted on to do the right thing because she knows there is nothing more important than the oath she took to this country, many times over.

Her opponent, Jen Kiggans, dropped all pretense of being a “middle-of-the-road” candidate in her primary and sprinted as far to the extreme right as she could go. She has claimed ending access to safe, legal abortion was her motivation to run for office and when asked about Dobbs said she is “100%, unapologetically pro-life.”

HER BACKGROUND

When her peers were heading off to college, Rep Elaine Luria was compelled to be part of something bigger than herself and joined the Navy at 17 so she could give back and help build a safer, stronger, and fairer society for this generation and the next.

Luria served for 20 years as a surface warfare officer and nuclear engineer deploying six times—twice forward-deployed on ships stationed in Japan—conducting operations in the Middle East and Western Pacific on destroyers, cruisers, and aircraft carriers.

After serving, Rep. Luria started a family business, Mermaid Factory, that began as a block of clay on her kitchen table. From 2013-2018, Mermaid Factory created jobs in the community, donated over $50,000 to charity, and infused more than a quarter of a million tax dollars into the local economy.

Rep. Luria has served her district in Congress since 2018 and ranks among the most bipartisan members there.

ON THE ISSUES

Rep. Luria is fighting to ensure all Americans breathe clean air and water and have access to pristine natural environments. She has led the critical fight against drilling off the coast of Virginia because she believes that offshore drilling threatens our national security and the safety of our sailors as well as the tourism economy by spoiling our beautiful beaches and shorelines.

Rep. Luria believes a woman’s right to choose should be made between a woman, her healthcare provider, and her faith. She supports enshrining reproductive freedom protections into federal law to protect Americans from government overreach and restore the rights of women across the country. 

Rep. Luria believes that law-abiding citizens should be able to own guns and exercise their 2nd Amendment rights, but common sense measures are necessary to keep communities safe from preventable gun violence. She has supported legislation to expand background checks to all gun sales, prohibit the possession or transfer of large-capacity magazines, and allow family members and law enforcement officers to petition a judge to keep firearms out of the hands of those determined to be a danger to themselves or others.
