Nevada’s 4th Congressional District has been an electoral revolving door since it was created in 2012. In 2020, Democrat Steven Horsford won re-election to the U.S. Congress by 4.9 points, and flipped the seat in 2018, beating incumbent Republican Cresent Hardy by more than 8 points. However, when running as an incumbent himself in 2014, Horsford lost the seat to Hardy. This swinging door image has caught the attention of the GOP, which is eying another flip. Three Republicans have filed to face Horsford, including a former professional European basketball player, an insurance agency owner, and a Colombian American who led the Hispanic outreach effort for President Donald J. Trump in Las Vegas. Horsford has received 100 percent ratings from both Planned Parenthood Action Fund and the Human Rights Campaign and 93 percent from the League of Conservation Voters. He serves on the House Committee on the Budget and House Committee on Ways and Means. When he won in 2014, Horsford became the first black U.S. House member to represent Nevada after serving as the first black leader of the Nevada State Senate.
